R-22 Refrigerant Phasing Out
The Environmental Protection Agency (EPA) determined that R-22 refrigerant (also known as the brand FREON®), a common refrigerant for residential heat pumps and air conditioning systems, is harmful to the environment. The EPA is regulating the production and use of refrigerants and eventually all air conditioning and heat pump refrigerants that contain chlorine will be eliminated.

Production of R-22 refrigerant is winding down, and while the costs will rise, production will go on until 2020. After that time recycled refrigerants should be obtainable for a while.
